Overview
Michel Consulting & Enterprises (MCE) together with HB&S Project Services (HB&S) have formed a collaboration which provides the Australian Flexible Pavement Association (AfPA) the opportunity to benefit from our diverse experience and knowledge of the surfacing industry to undertake its Sustainability Framework for Pavements (SF4P) assessments.
Both Norbert Michel & Mark Taylor are well known, respected and passionate advocates of the flexible pavement industry and have worked closely together through previous roles with AfPA since 2018.
What is the SF4P initiative?
The AfPA SF4P is a key pillar of a broader Sustainability Strategy that enables Road Authorities and other stakeholders to define best practice, quantify sustainability achievements, embed sustainability metrics into procurement, and reward the industry for continuous improvement initiatives and investment they undertake.
The framework is designed to assist procurers of pavement solutions to select from organisations demonstrating sustainable production processes leading to reductions in energy use and greenhouse gas emissions through adoption of solutions that look to minimise our reliance on virgin resources, such as maximising the use of RAP and other secondary materials.

Scope of the assessment process
MCE and HB&S, on behalf of AfPA will deliver an integrated and sustainable service to undertake the independent verification and certification of submissions under the AfPA SF4P framework.
This service is to encompass the verification and certification of both asphalt plants and allied organisations, in line with the current assessment criteria that have been released to industry.
